It was smaller than the Army, but nonetheless received more funding as starships were higher priced than the equipment the Army utilized. During the Invasion of the Galaxy, the Navy proved to be effective against the ships of the Galactic Federation Triumvirate. The quality of weaponry was considered fairly high, though the technology itself was considered noticeably inferior to that of the Federation. The Navy had a silent rivalry with their Army counterparts. Many Army soldiers thought that Navy personnel were "cowards who want to stay above the battle", while many Navy shipmen thought that Army personnel were "brutes who can do nothing but shoot". The leader of the Army was given more authority by the Emperor than the leader of the Navy, which made the rivalry worse. The rivalry, however, seemed to have little effect on combat performance. The personnel of the Navy were divided into different variants, such as those in the Army. However, Navy personnel had less variants. Each variant was trained to and preformed a different task. During the invasion of the known galaxy, the Navy conscripted many non-Helghans into it, using them mainly for physical labor and kamikaze missions. It was estimated that thousands were drafted by the Navy and used in mass kamikaze wave attacks. Out of those drafted, only a quarter survived.
