Synopsis
  • The new Cheetah commits her first official act of destruction. She sneaks into the guard station at the Hampstead Dam in Maryland and assaults several workers. She then sabotages the controls operating the spill-gates, causing a massive flood throughout the town. At the Pentagon, General Riger has learned of the Hampstead incident. He blames Colonel Steve Trevor for mishandling the Hampstead civil engineering project – a project that Trevor had personally endorsed. While the two argue, Diana Prince overhears the conversation and decides to investigate on her own – as Wonder Woman. Arriving at Hampstead, she begins mounting rescue operations as flood waters tear through the city. After saving a child abandoned on the roof of a house, she takes notice of a strange new threat. The Cheetah arrives, blazing through the flood waters on a speedboat. Wonder Woman leaps upon her, and the two begin to fight. She underestimates the new Cheetah's resolve, and the villain manages to get the upper hand long enough to kick Wonder Woman into Chesapeake Bay. She steals the Lasso of Truth from her and makes her escape. Wonder Woman eventually recovers and returns to her apartment in Georgetown. After a hurried discussion with Etta Candy, she changes into a fresh uniform and goes back out in search of the Cheetah. Realizing that the Cheetah is actually Deborah Domaine, she decides to investigate the heiress' yacht at the Shore Marina. While rummaging through the ship, she comes upon her stolen lasso. The Cheetah sneaks up behind her and leaps upon Wonder Woman's back. The two engage in a vicious rematch, and the yacht pulls itself from its mooring. As the combatants continue to flail at one another, the ship veers into the path of an oncoming ferry. The ferry slams into the smaller vessel causing it to explode. Both Wonder Woman and the Cheetah are thrown from the boat. When Diana resurfaces, she can find no evidence of her savage foe. Miles away, Kobra witnesses the spectacle on one of his monitoring stations. He is enraged to find that another of his agents has once again failed him.
  • After stopping the saboteurs at the Acme Engraving plant, the Huntress and Power Girl go outside where they find a crime wave has hit the streets of Gotham City. They dive into the fray and take down as many errant thugs as they possibly can. When the dust begins to settle, a police officer approaches them, thanking them for their efforts. He also warns them to lay low as the district attorney has been waffling in regards to super-human activity in Gotham. Power Girl is enraged at the notion and prepares to yell at the officer, but Huntress drags her away. Meanwhile, the Thinker breaks into the offices of district attorney Harry Sims once again. Using his Thinking Cap, he coerces Sims into endorsing legislation that will make vigilantism illegal in Gotham City. Sims tries to resist, but the Thinker uses his cap to induce a mild heart-attack. Later, Harry realizes that he can no longer live as a puppet of the Thinker. He climbs to the top of his office tower and flings himself from the roof in an effort to take his own life. As luck would have it, Power Girl and Huntress are swinging by and they catch Sims in their arms. The shocked district attorney suddenly blurts out... "Helena!"
