By 2377, he was one of the leaders of the Terran Rebellion and was in command of his own ship. He strongly objected to the rebellion's leader Miles "Smiley" O'Brien's suggestion that they launch an attack on the Klingon-Cardassian Alliance shipyard at Olmerak Prime as he believed that it would be a suicide mission. He compared O'Brien's plan to the bravado shown by General Zek regarding the construction of a fleet of Defiant-class warships at Empok Nor, an endeavour which ended disastrously for the Terran Rebellion.
