Born in County Tipperary in Ireland, he was the son of Patrick Cahill, a Military Knight of Windsor. He became superintendent of police for the London and India Docks Company. He held a commission in the 15th Middlesex (Customs and Docks) Rifle Volunteer Corps . Although resident in Romford, Cahill was elected to Poplar Borough Council in 1900. He served as Mayor of Poplar in 1905-1906. He became a magistrate for the Romford Division of Essex in 1908. When the Port of London Authority was created in 1909 he became He was also a Superintendent of the Port of London Authority Police. He died at his home in Lee in south-east London aged 86.
