They're usually terrible, immoral people, who would steal and kill anyone for the sake of a crusty old piece of bread. Some of them are so obnoxious they'll even refuse things like food in lieu of things like booze and drugs. Interestingly, the key operating word here is not "homeless", but "people". Usually, when only a single homeless person (or married couple) gets at least half a dozen lines, the view is sympathetic. They're just a character who has fallen on hard times.
