  • Henri Vladovich, a non-Legislaturalist, joined the People's Navy as an officer. During his service, due to his poor personal abilities he was poorly regarded by his superior officers, to the point that his promotion to Lieutenant Commander was rejected all seventeen times it was submitted to a promotion board (the last one, of which Thomas Theisman was a sitting member, taking place just before the war), leaving him as a lieutenant for twenty-six T-years. While the Navy held Vladovich's ambition, drive and experience in too high a value to force him to retire, it also regarded him as too sadistic and eager to torment his subordinates to ever be promoted to higher rank; however, he believed himself to be the victim of a vendetta by the Navy's senior officers to prevent him from embarrassing them with his skill and abilities. When StateSec first began to organize its naval forces, Lieutenant Vladovich immediately transferred to the new service branch of the security force, where his basic naval abilities, his zeal in fighting "enemies of the People" and his alleged victimization by the former Legislaturalist officer corps helped him rise in rank, eventually reaching the rank of Captain and an assignment as commanding officer of the battlecruiser PNS Tepes, detached to the Office of Public Information (Secretary of Public Information Cordelia Ransom's personal ship in fact). As Tepes' captain, Vladovich made a reputation of promoting factionalism and favoritism among his crew, as well as running the battlecruiser as his personal dominion and considering the crew as his serfs. This reputation made him unpopular with other officers both in StateSec and the Navy. Vladovich was still in command of Tepes when Cordelia Ransom sentenced Honor Harrington to death and ordered her to be transported to the planet Hades for execution onboard the battlecruiser. As such, he perished with the rest of his crew (and Ransom and her Public Information staffers) when the Allied prisoners of war held in Tepes' brigs broke out and escaped, blowing the ship up behind them.
