(Star Trek V: The Final Frontier) This seems to be adapted from a similar phrase spoken by Zefram Cochrane in 2119. Article 14, Section 31 of the Charter made allowances for bending Starfleet regulations in times of extraordinary threat. This section was cited as the foundation for Section 31 even into the late 24th century. (ENT: "Divergence"; DS9: "Inquisition") A "few years prior" to Starfleet being chartered, Jonathan Archer was said that he "gave serious thought to serving on a cargo ship," but said the reason for changing his mind was a "long story." (ENT: "Horizon") In 2152, T'Pol transmitted a copy of the Starfleet Charter, among other records, to jam the sensors on Tandar Prime in an elaborate attempt to beam down Malcolm Reed undetected.
