Twenty years later, in 2 BBY, Palpatine dispatched a new task force under Commander Andrew to oversee the construction of the Metal Planet and form a satellite Empire beyond Hutt Space, since the Rebel Alliance was becoming a nuisance that he could no longer afford to ignore. Palpatine built the Death Stars to destroy the Rebel Alliance and if that failed, at least their attention would be focused on him alone. So they would never know that a secret satellite Empire was forming deep in the Outer Rim beyond Hutt Space.
