He was appointed Chaplain to the Queen in 1876, and returned to London in 1882, where he became rector of St Marylebone.

He was elected to the London School Board as a representative for Marylebone in 1882 and re-elected in 1885. Barker remained as rector of St Marylebone until 1908 when he was appointed Dean of Carlisle in north west England.
