- Stabler ends up, out of commission after a perpetrator high on PCP throws him through a window at the station, so Benson teams up with Munch and Tutuola to investigate a mysterious packet of photos. The photographs lead them to both a suspected child pornographer and a junkie burglar, but after Benson takes ill during the investigation, the team realizes that there is more than child pornography at stake as their investigation soon reveals that Seth Millstead wasn't into little boys at all, but had been using the tenants of the apartment building in an experiment for a new pesticide.

But The Rules prevents him from doing so. Jacob and his followers believe that The Man in Black is evil incarnate,hence has to be trapped on The Island. Once The Man in Black realized that Jacob's rules wouldnt let him leave,he began looking for a loophole to be able to leave the island.This includes manipulating some one not bound by The Rules to kill Jacob. Richard Alpert is the first known attempt of The Man in Black to find his loophole.But Jacob was able to successfully defeat him.

In 2154, T'Pol tasked Hoshi Sato with finding a way to avoid Jonathan Archer's participation in the ushaan. (ENT: "United") In 2367, Jean-Luc Picard believed that challenging the Contract of Ardra depended on his finding a loophole. Upon being told by Data that the contract had been carefully worded in such a way as to avoid such gaps, he told the android to look it over regardless. (TNG: "Devil's Due" ) In 2374, William Ross, upon encountering Benjamin Sisko reading "ancient Bajoran texts", described the scene as "The Emissary looks for guidance on the eve of battle." Sisko agreed, adding that he would even accept loopholes. (DS9: "Favor the Bold") In 2377, unsure how to deal with Valen's predatory actions, Kathryn Janeway searched the Federation Charter for loopholes that would allow them to break the rules. After length study, she believed they should uphold their principles regardless of their unique situation. (VOY: "The Void")
