  • The Quorum was the ruling body of the Caeliar people. The members of the Quorum were selected at random, by a lottery, from the populace of each of the Caeliar cities. No one campaigned to be a member of the Quorum. The "speaker" of the Quorum was known as the tanwa-seynorral, and meetings were held in Quorum Hall in Axion.

A proposal that reaches the UN floor to be debated and voted upon by all UN members is considered a resolution. It is possible to have several proposals in queue before voting begins on any given one. The queue is processed in the order in which they were originally submitted rather than by approval totals.
