He was promoted to lieutenant and spent a year attending a military academy before being returned to active duty. Victor continued his exemplary service and made a name for himself within the ranks of UNSC SOCOM. Some, however, felt that he was prone to becoming extremely focused on his assigned objective and willing to go to overly extreme measures to accomplish it. Regardless of his detractors, Victor advanced to the rank of major before leaving the service at the upon the conclusion of the Midgard crisis. Having become disenchanted by the UNSC's increasingly stringent security measures enacted against its own citizens, Victor joined the fledgling insurrectionist movement headed by the former UNSC operative Agent 2042. Although he did not feel the same outrage at the UNSC conquest and mistreatment of the Unggoy species that motivated 2042 and many of his followers, Victor was still dedicated to the cause and began to intensively study guerilla warfare techniques, something that both he and 2042 thought to be the only means of effectively combatting the UNSC military. Rather than relocate to the planet Dashan with the majority of the rebels, Victor instead set up shop on the partially developed colony world of Muspell. Once there, he began recruiting and training a large force of human insurgents. With 2042's blessing, he refrained from bringing attention to his actions by launching an insurgent campaign on Krugis and instead continued to consolidate his forces. Although he and 2042 agreed on many things in regards to the tactics that would be used by the insurgency once it spread from Dashan, they butted heads on the subject of Victor's recruitment of children to serve amongst his forces and his plans to consider locations with civilian populations as legitimate targets once fighting on Krugis began. Apart from his substantial forces on Krugis iteslf, Victor also heads a large network of insurrectionist spies who gather information on UNSC activities that he receives and forwards to 2042.
