Construction began on April 8, 2011.

Major construction work is planned to start as early as May 2011, targeting a 2015 opening. The resort is planned to cover an area of four square kilometers (988 acres). It is expected to cost 25 billion RMB ($3.66 billion USD). The project will be financed by several large Chinese state-owned enterprises in Shanghai forming a joint venture with Walt Disney Company.
