A Commander or Commanding Officer is a military rank which is also sometimes used as a military title depending on the individual customs of a given military service. Commander is also used as a rank or title in some organizations outside of the military, particularly in police and law enforcement. In the Navy, commanding officer is the official title of the commander of a ship, but they are usually referred to as "the Captain" regardless of their actual rank, or informally referred to as "Skipper." However, there have been Navy COs that held the rank of Commander, such as Captain Keyes before his promotion to Captain during the Battle of Sigma Octanus IV. Marine Commanding Officers are issued orders by a higher ranking Naval Commanding Officer if on board a starship. Marine Battalion COs (known as Battalion Commanders) are usually Lieutenant Colonels, though Majors can fill this position if a Lieutenant Colonel is unavailable. Marine Platoon Commanders are usually First Lieutenants, and Company Commanders are usually Captains. The commanding officer is usually a Captain on a starship. The commanding officer gives orders to his/her crew during the mission. While off on deep space missions, problems may arise that need to be resolved for the mission to continue. It is for this reason that COs of vessels have been given limited powers regarding discipline. In addition to overseeing the day-to-day operation of a starship and to ensure it carries out its intended functions, a Commanding Officer is responsible for submitting a crew evaluation form and weekly ship logs to his/her SXO. SXO notifies vessel COs by sending out the blank form to be completed with all expediency by the CO. After Gary Windass had been arrested and charged with assaulting a Police Officer in January 2011, he was summoned in front of his regiment's Commanding Officer. Gary pleaded his case with his superior, explaining that the death of his colleague Quinny had effected him greatly and he'd just "lost it" on the night of the assault. However, the Commanding Officer informed Gary that although he appreciated the emotional strain of a tour of duty in Afghanistan, he also had to take into account his previous convictions and the severity of the most recent offence and ultimately took the decision to discharge Gary from the army. Commanding officer, also known as a C.O. is an officer who has command responsibility for a post - such as an installation, station, or a ship in both the United Earth Starfleet as well as the Federation Starfleet. For most starship commands, a commanding officer will usually hold the rank of Captain, however this is not always the case. Individuals from the rank of Lieutenant all the way up to Admiral have been known to hold the post of commanding officer. In 2364 the Bluegill parasites attempted a takeover of Starfleet, which was detected by a number of Starfleet officers. Learning of this possible conspiracy, Captain Jean-Luc Picard had Lt. Commander Data review all Starfleet orders for the past six months. A Commanding Officer, or CO, is the commander of a battalion of Federation Marines. They lead their fellow soldiers into battle and possess ultimate authority over their unit, dictating, among other things, weapon and equipment authorization. Some COs are not human, but AI within gunships. Soldiers under their command interface with them through their gunship and via Navigation Rooms. These COs are actually the consciousness of deceased Galactic Federation commanders, uploaded to computers before their deaths, to ensure that their military wisdom would live on. However, as the Federation has shown signs of corruption, it is likely that some artificial COs are manipulated to better suit the Federation's interests by not remembering who they were and protecting illegal bioweapon-related projects conducted by the Federation in secret. Adam Malkovich was a Commanding Officer to Samus Aran in life and death. She served under him as a member of the Federation Army, as an honorary member of his 07th Platoon on the BOTTLE SHIP and on the Biologic Space Laboratories research station as an AI. Samus compared the artificial Adam to the real Adam, unaware that it was him. As it was unaware of this fact, it concealed the existence of the Restricted Laboratory from Samus and the Federation's desire for the X Parasite.
