Developed during the recovery from the post-Endor economic crisis, the craft lacked multiple measures, such as shields and turbolasers, to reduce weight and costs. Production continued to grow after the election of a conservative government in 15 ABY, as economic minister Vilos Cohaagen sought to improve local industries to help them compete with their foreign rivals.
