- Ventura is one of the weakest Vandel minions of Grunide. It seems unlikely that he obtained any of his stars with out Grineed's help. Poala maimed and pummeled him without even using Divine Attacks. He boasts and bluffs then grovels like the worm he is when things go wrong. He is vain, cowardly and spiteful. Grineed made him his servant so he must be good for something, bonus material says he functions as a spy. He is without a doubt the weakest Vandel seen so far. He was killed, along with Frausky, by Beet, using the Cyclone Gunner's "sniping" mode, while running away.

As of the 2046 Census, the Population is 17 Million peoples. Thus making it the most populous Province in The Republic of California. The County seat is the town of Ventura. Ventura also holds Los Angeles, the capital and most populous city of California.

Most of Ventura is inhabitable and quite fertile, but the rents charged to work the land by the wealthy casino owners who own the world are too high for anyone to pay. The casino owners are among the wealthiest sentient beings in the 30th Century universe; all industry that exists on world is owned by these casino owners and exists to support the magical gambling palaces hovering above the planet's surface.
The casinos are a gambler's paradise, offering, in addition to most known games of chance in the universe, an atmosphere of menace, which is intentionally designed into the environment. This ambiance is perhaps the most prominent feature of the planet, one that brings the tourists back to the Venturan casinos.

After the American Civil War, settlers came to the area, buying land from the Mexicans, or simply as squatters. Vast holdings were later acquired by Easterners, including the railroad magnate, Thomas Scott. He was impressed by one of the young employees, Thomas R. Bard, who had been in charge of train supplies to Union troops, and Bard was sent west to handle Scott's property.
