Controllers are both born in mutated form, and created by exposure to radiation from grown (or growing) humans. The Controller mutation does not necessarily involve a large degree of physiological mutation - they usually retain their human physiology, but this is not always the case, and minor physical alterations of various types are common, as with all mutants. The Controller mutation does not usually exhibit its full effect from birth - it conveys a certain aptitude for an ability that is increased through training and often aided by technology - something the Soviet Psychic Research Division has done. When mutants are encountered in a state of noncompliance, Controllers are often in their ranks, representing a hazard to small teams by their ability to turn team members and even vehicle crews against their comrades. Controllers mostly retain their mental faculties and will often be found to even have them enhanced compared to baseline humans. However, they are also more prone to certain forms of madness and emotional afflictions, especially when not properly trained and managed. Several psychoactive substances have been found to enhance or suppress the expression of the mutation.
