  • The Cardassian dissident movement was a resistance movement which formed in 2370 to resist the growing power and subsequent corruption of the Cardassian Central Command. Known members ranged from civilians, to teachers, to soldiers, to government leaders. The Central Command, aided by the ruthless Obsidian Order, constantly tried to stamp out the movement, but the spark of independence failed to die out and the movement prospered. The movement had the support of several governments, such as the United Federation of Planets, the Mathenites and their own Detapa Council, which aided in the movement's aims to bring down the Central Command and restore Cardassia's honor. Key Members include: * Legate Tekeny Ghemor (deceased) * Gul Akellen Macet * Gul Skrain Dukat (deceased) * Professor Natima Lang * Ari (deceased) * Hogue * Joret Dal * Kotan Pa'Dar (deceased) * Rekelen * Rhemet * Rugal * Tehrak Known encounters include: * Joret Dal, an influential soldier and CDM agent, supplied information to the Federation and, with the USS Enterprise-D's assistance, returned to his post in Cardassian territory though, seemingly, at the cost of Sito Jaxa's life. * Detapa Council member Kotan Pa'Dar who, along with his son Rugal, are CDM supporters and are saved from social exile by Deep Space 9's timely assistance. * Following an Obsidian Order raid, CDM agent Professor Natima Lang helped two CDM leaders: Hogue and Rekelen, escape to the movements headquarters on Sedara 6 with assistance from Deep Space 9. * Legate Tekeny Ghemor and Gul Akellen Macet, both CDM supporters and leaders, attended a meeting held by Spock and Sarek in an asteroid in the Romulan Neutral Zone for the purpose of discussing the disappearance of several outposts along each others' borders (later revealed to have been caused by the Borg). * Ghemor's activities are exposed by the Obsidian Order in 2371 and another CDM agent, a soldier named Ari, is killed. Ghemor flees Cardassia to Mathenite territory, but continued to use his influence to help the movement. * Gul Skrain Dukat joined the CDM during the final stages of the overthrow of the Cardassian Central Command. * CDM agents Rhemet and Tehrak represent Cardassia at a negotiation to fight the Dominion. The movement mobilized for open rebellion in 2372 when, following the dissolution of the Obsidian Order, the movement had a free reign to gather weapons and troops and allied themselves with the Detapa Council and launched an attack which overthrew the Central Command. The new CDM-controlled government was barely able to hold off the Klingon Invasion of Cardassia, and was ultimately wiped out by the Dominion's arrival on Cardassian soil. The movement joined the Cardassian Rebellion and helped overthrow the Dominion's hold on the Alpha Quadrant at the end of the Dominion War. In 2370, the three were pursued as fugitives from Cardassian forces and fled to Deep Space 9. Despite the agreement of the Bajoran Provisional Government to trade them for Bajoran prisoners, Quark facilitated their escape. (DS9: "Profit and Loss") Legate Tekeny Ghemor was a secret supporter and leader of this movement. He was exposed in 2371 by the Obsidian Order and fled Cardassia. He left to live among the Mathenites, whose government had offered him sanctuary. (DS9: "Second Skin") In 2372, following the destruction of the Obsidian Order, the movement successfully overthrew Central Command, thus restoring the civilian rule of the Detapa Council. The Klingons believed that the successful revolution was a result of Changeling infiltration within the Cardassian Union, which resulted in the unprovoked Klingon invasion of Cardassia. Ultimately the government was destroyed when Gul Dukat negotiated Cardassia's membership into the Dominion in 2373, with himself as the sole leader of Cardassia. (DS9: "The Die is Cast", "The Way of the Warrior", "By Inferno's Light") In an unfilmed or deleted scene from "Profit and Loss" , Lang mentions that the planet Sadera VI is home to members of the dissident movement.

He was invited in 2373 during the Dominion rule of Cardassia to create a government-in-exile for the Cardassian people, but due to terminal illness was unable to do so. He passed away shortly thereafter. (DS9: "Second Skin", DS9: "Ties of Blood and Water") His nephew, Alon Ghemor, was another participant in the dissident movement; when Legate Ghemor was exposed, Alon Ghemor was forced to go into hiding. This was not, however, required for Gul Akellen Macet, who was able to disguise the extent of his ties to Ghemor sufficiently that while he was no longer considered promotion material, the Obsidian Order did not attempt to have him fired or executed. (Star Trek: Sigils and Unions--"A Weaver of Lives") In 2372, the movement succeeded in its mission. Thanks to growing support and the fall of the Obsidian Order the previous year, the dissident movement was able to overthrow Central Command and restore power to the Detapa Council. (DS9: "The Die is Cast", "The Way of the Warrior") In the end, however, this was a hollow victory; when the Klingons declared war against Cardassia at the instigation of the Dominion, themselves believing this coup to be a Dominion hoax, Gul Dukat singlehandedly negotiated Cardassia's entry into the Dominion and destroyed any pretense of a democracy. The Detapa Council returned to its previous function--meekly rubber-stamping whatever Central Command did. At least one of its members, Councillor Kotan Pa'Dar was executed when Dukat seized power. (DS9: "By Inferno's Light", Star Trek: Sigils and Unions--"A Weaver of Lives") Eventually, after the Dominion War, it would be one of the heroes of the dissident movement who would first bring democracy to Cardassia: Alon Ghemor, and Natima Lang would serve as his administration's ambassador.
