Prior to becoming a member of the Teen Titans, young Cody Driscoll proved his bravery and foolhardiness by breaking into NORAD's command center. NORAD is also the site of the mainframe computer that links to the satellite station known as Brother Eye. Former administrator Buddy Blank brought the ailing time traveler Val Armorr to NORAD to see if there was a link between Brother Eye and the disease that was slowly killing Armorr.

Sa base est construite à l'intérieur de Cheyenne Mountain, au Colorado. La décision de placer le centre de commandement au sein d'une montagne de granit était basée sur l'aspect pratique de la chose ; bien que difficile à mettre en place, la protection qu'offre la montagne est incontournable. La mission du NORAD se déroule selon 3 points :
* CONTRECARRER - En unifiant les divisions militaires de détection, le NORAD créa un moyen efficace de répondre à n'importe quelle menace, nucléaire ou conventionnelle, contre les États-Unis et le Canada. N'importe quel agresseur souffrirait très certainement de graves conséquences et ce très rapidement.
* DÉTECTER - Un contrôle constant des espaces aériens au niveau des pôles (la trajectoire la plus courte pour des missiles), de l'activité spatiale, des sites de lancement, et de l'activité sous-marine a permis au NORAD de détecter les agissements ennemis comme jamais auparavant. Concrètement, si un missile soviétique était lancé, il serait détecté presque immédiatement, permettant une réaction rapide.
* DÉFENDRE - Bien que la décision pour utiliser les atouts nucléaires Américains reste entre les mains du Président des États-Unis, le NORAD était le centre de commande d'où les ordres de déploiements nucléaires, si et quand ils étaient donnés. Une fois la décision prise et les ordres transmis au NORAD, les missiles Américains seraient lancés dans un laps de temps minimal. La promesse d'une réponse rapide constituait donc en soi un moyen de défense.
