Quon chi did not know this and demanded that shao kahn do his will or face his might, outraged shao kahn unleashed his full power on quon chi and nearly killed him. quon chi begged kahn to forgive him, kahn agreed but quon chi had to kill raiden. When quon chi failed he was put in jail for the rest of his life.
