It was made to look like a skimmer accident. Karzan was later one of the signatories of the peace treaty which established the Romulan Neutral Zone at the end of the war. Following the defeat at the Battle of Cheron Karzan directed Romulan negotiators to only use audio channels in treaty negotiations, believing it to be an advantage if Earth and its allies did not learn of their connection to the Vulcan race. Both he and Valdore felt that a defined boundary behind a Neutral Zone would give Romulans the time they needed to rebuild their strength before renewing their fight. (ENT novel: Beneath the Raptor's Wing) Karzan was later one of the signatories of the peace treaty which established the Romulan Neutral Zone at the end of the war.
