It took a very long time for any changes to be made to make their political systems fully unique and their own. For military units, however, even decades after the Covenant's fall, they still used conventions and ranking by the former empire. In late 2558 CE, preparations were first formed and planned to create an new force which had no equal within the various remnant factions of the Covenant - the Faded Guardsmen. The brainchild of one of Sangheilios' most legendary and powerful early political figures, Sev 'Ikavowattinrzo, who ironically also founded the reformed Honor Guardsmen years earlier. From the outset, it was visibly a combination of Special Operation's combat flexibility and the utter devotion of Honor Guardsmen code. While it took a while to gain any support due to suspicion, once it was finally activated, and once the first recruits were trained, the effects were outstanding. An assassination attempt was agreed by members from Decided Heart to kill Thel 'Vadam. They never got close to him - all forty-six rebels were found and assassinated within the crowds, and without being seen was nothing less than remarkable. Unlike the guardsmen, their training their outfits were designed to make it hard for assassins to identify potential guardsmen hiding in the crowds. Their code is much more strict than even the Honor Guardsmen, and failed individuals were usually abandoned on uninhabited planets to prevent their skills from landing into the hands of crime networks and syndicates. Needless to say, the Sangheili Council was very careful about leaking information about them, making all criminals very cautious when dealing with Sangheili leaders after their introduction.
