He had one daughter, named Katie, and he was an old friend of James T. Kirk. In 2268, Commodore Wesley commanded the USS Lexington in the disastrous M-5 war games. During that tactical exercise, the M-5 computer malfunctioned and the USS Enterprise was deemed out-of-control, following the destruction of the USS Excalibur . Wesley requested permission to destroy the Enterprise with his remaining battle force, to end the threat that the rogue ship posed. His request was approved. However, fortunately, the Enterprise was able to deactivate the M-5 computer and drop its shields before Wesley's battle force could attack. For his part, although communication with the drifting ship was impossible at that point, Wesley successfully gambled that Kirk had gotten the situation under control and held his fire to confirm that conjecture. (TOS: "The Ultimate Computer" ) Wesley retired from Starfleet to become governor of Mantilles, the most remote inhabited planet in the Federation. By that time, he had also changed his hair color from gray to brown. The planet was threatened by a cosmic cloud in 2269, but Governor Wesley remained calm and prevented panic from spreading on Mantilles. He evacuated 5,000 children from Mantilles, in an attempt to spare their lives. Their ships were later recalled, following the diversion of the cosmic cloud. (TAS: "One of Our Planets Is Missing")

Unable to return home, the refugees settled on the fifth planet and began assimilating the extant colonists. A few colonists resisted the intrusion, and formed a faction against the New Beginners, leading to the "Beginners’ War." Justice remained on station around Beta Miranda V as the only Starfleet asset, unable to intervene in the civil war, as all other Federation ships are deployed in actions against the Klingons or in support of those actions. (Tales of the Seventh Fleet: "Doing Justice to the Name: Part One") By 2264, Wesley had succeeded Captain Mark Rousseau as commanding officer of the USS Lexington (NCC-1709). In 2251, Wesley was promoted to captain of the the USS Beowulf. He commanded the Beowulf for two five-year missions from 2251 to 2262. Beowulf returned to spacedock for major overhaul in 2262; Wesley was promoted to commodore and was placed in command of the USS Constitution. (ST video game: Starship Creator) By 2264, Wesley had attained the rank of commodore and had assumed command of the USS Lexington after Captain Mark Rousseau retired. As a starship commander, Wesley had earned the reputation of wanting the best team working for him, and often used his charm to woo other officers to work under his command. (TOS novels: The Better Man, The Disinherited) In 2267, Wesley was ordered to try and establish communications with the Xaridians of the Xaridian system. Previous attempts to communicate with them had failed, but Lieutenant Nyota Uhura of the USS Enterprise was assigned to help him. Together the two were able to establish relations with the Xaridians and Wesley tried to persuade Uhura to remain aboard the Lexington, but she decided her home was aboard the Enterprise. (TOS novel: The Disinherited) Also in 2267, Wesley took the Lexington into Romulan territory while responding to a distress call. This nearly led to a war as the ChR Revoth pursued the Lexington, but Wesley was able to talk his way out of the situation. (ST novella: The First Peer) In 2268, Commodore Wesley was called to attend a secret meeting along with Aaron Stone, Phil Waterston, Nick Silver, and José Mendez, by Captain Kirk to discuss the activities of Section 31. (TOS - Section 31 novel: Cloak) Sometime prior to 2269, Wesley retired from Starfleet and settled into civilian life on Mantilles. He was so respected by the local people that he was elected governor shortly after. A few months into his governorship, Mantilles faced destruction from a cloud-like entity that was heading straight for them. Fortunately his old friend, James T. Kirk, and the Enterprise were able to solve the crisis and save Mantilles. (TAS episode: "One of Our Planets is Missing") Not long after this crisis, Wesley returned to Starfleet, and was once again in command of the Lexington when that vessel responded to a distress call from the USS Lovell in the Delta Triangle region. (SCE eBook: Where Time Stands Still) In early 2270, Wesley and the Lexington had shore leave at Starbase 25. After repeated requests, Wesley met Kirk at the Roadhouse, a watering hole at the starbase. They caught up and their conversation focused on Wesley's governorship of Mantilles, the M-5 computer, and Kirk's rumored promotion to a higher grade. (TOS novel: Allegiance in Exile} As of 2270, Wesley and the Lexington were assigned to Sector 90.4 to defend the planet Gateway and the Guardian of Forever located on the planets surface. Shortly after, the Lexington crew, with assistance from Captain Kirk and the Enterprise, fought off a Romulan attack on Gateway, led by Commander Tal. (TOS - The Yesterday Saga novel: Yesterday's Son) In 2293, Wesley attended James T. Kirk's memorial service that was held in the grounds of Starfleet Academy.
