Haviland was selected in 2983 by then Foreign Affairs Secretary Benjamin Riles-Scott to be the deputy. Haviland remained at the position until 2990 when he was selected to replace Benjamin Riles-Scott who had become the Governor-General. Haviland served 20 uneventful years as the Secretary of Foreign Affairs for both Governor-Generals Benjamin Riles-Scott and Nelson Zenawi. Haviland would enter the political scene in 3009 when he declared his intention to run for Governor-General as a member of the National Alliance. Haviland would go on to win the election over H.L. Forrester with 25% of the vote. About 3 months into his term, he declared his intention to seek war against Lucas Province which had ceded from the country and formed their own nation known as the Irish republic of Dovani and his request for war would late be accepted and the Englian Civil War would begin. His first term in office was dedicated to the war and nothing else. He announced his intention to run for reelection and would go on to face Viktor Lewiston of the Colonial Party. Haviland's approval rating was at 33% about two weeks before the election and many believed he would not be reelected to another term. He shocked everyone in a surprise victory that many claimed was the result of voter intimidation and ballot stuffing; a claim that was eventually found out to be true. Haviland's second term had been similar to his first as it was dedicated to the war. Haviland was eventually charged with election fraud during the Plymouth Trials and was sentenced to 35 years in prison.
