Während der Produktion von Half-Life 2 konzentrierte sich Valve verstärkt auf den Ausbau von Steam und veröffentlichte mit dem Nachfolger von Half-Life auch das erste Spiel, für das eine Internetverbindung und ein Steam-Nutzerkonto zwingend notwendig waren. Dieser Umstand stieß damals zum Teil auf sehr starke Kritik von Vebraucherschützern. Ebenfalls wurde an Steam kritisiert, dass Spieler einmal verifizierte Spiele nicht weiterverkaufen können und damit in ihren Käuferrechten eingeschränkt würden. Laut Valve dient dies jedoch der Bekämpfung und Vorbeugung von Produktpiraterie. Auf Steam werden sowohl die Valve eigenen Spiele verkauft, als auch die von Drittanbietern. Viele Spiele gibt es nur bei Steam oder müssen mit Steam verbunden werden. Trotz zunehmende Konkurrenz konnte Steam auch in den letzten Jahren einen Zuwachs an Nutzerinnen und Nutzern verzeichnen. So waren während des Steam Winter Sales im Januar 2016 zeitgleich mehr als 12 Millionen Konten online und übertrafen damit den Rekord des vorherigen Jahres, der 8,5 Millionen betrug. Seit September 2015 werden auf Steam auch Spielfilme verkauft. Die ersten Filme auf Steam waren die vier ersten Teile der Filmreihe Mad Max.
