Construction of the arena began on March 7, 2007, and the arena opened on October 18, 2008. The arena construction cost was 150 million dollars; the arena was debt free due to the city selling different properties throughout the city. It was constructed on the old Ontario Motor Speedway property. The arena is owned by the city of Ontario and is operated by Anschutz Entertainment Group, which operates arenas around the world and owns several sports franchises. The only tenant at the arena is the Ontario Reign of the ECHL which is owned by the arena's operator, AEG Worldwide and the Kemp Family.

The arena's first WWE event was on December 5, 2010 with a WWE Supershow, in the first WWE match ever at the venue, Chris Masters defeated Tyler Reks in a singles match. Since then it has hosted three house shows, one in 2012 and two in 2013. The first televised events were the February 12, 2014 edition of WWE Main Event and the February 14, 2014 edition of WWE SmackDown.
