Apparently, it is a mind control device which is plugged into a person's brain. Though the device as such is not mentioned again, the C-series cyborgs operate under strict control from a central computer, so the enhancements used to control the C-series can be considered similar to a Red Probe. The C-series enhancements thus contain something like the Red Probe, or perhaps even the same device, although never again named as such.

They transmitted audio up to 50 kilometers. What? What, you want more? No, they didn't send video. No, they didn't provide access to the HoloNet. Bah, you kids today.
