  • Arbiter was a title given to the person who crowned the supreme governor of the planet Birren. The arbiter would bestow the supreme governor with a cloth-of-gold mantle and a scepter, which symbolized sheltering and defending the people of Birren.
  • Arbiter was a Naga Vedic Great Lesson that taught how to become masters of the laws of Naga society and act as judges when the situation merited.
  • The Arbiter is Rufus's 4th job. Rufus receives his final support weapon, the Soul Arbiter, capable of dealing sustained amount of damage to its enemies. He also receives the final increase in his dash speed and the final increase in his AP Recovery passive skill.
  • Arbiter [Ar-bit-er] was a Forkrul Assail that lived in the Salt Mountains on Assail. Arbiter looked like a typical Forkrul with the exception of "a vertical scar, or suture, that ran from chin up to sloped skull".
  • A prefix title awarded to clerics who complete their intelligence AA line.
  • An Arbiter is a player given an anonymous identity by the developers and charged with disciplining other players that cheat, disrupt, etc. Arbiters can demand other players prove they aren't cheating, that they have appropriate skills, and if the arbiters believe a player is cheating they can temporarily or permanently kick/ban a player, or have their stats reset. To read the developer's statement about arbiters, see this article.
• A Sangheili referred to simply as "The Arbiter" is an alien warrior that looks similar to those in the Covenant empire and a guest character from the Halo series appearing in Killer Instinct Season 3. His appearance was teased at the Killer Instinct World Cup in 2016.
  • An arbiter was a legal detective and lawyer on the planet Manaan. The job of the arbiter was to research what happened in the case and defend their client according to the evidence they had found. Revan was appointed arbiter when he travelled to Manaan with Jolee Bindo.
  • The Arbiter is a semi-automatic sniper rifle that appears in Resident Evil: Operation Raccoon City.
  • The title of Arbiter was the highest possible honor bestowed upon a Covenant Sangheili by the Hierarchs during a time of great need. It is the greatest religious rank of the Sangheili, although the Sangheili High Councilor is considered to have superior political and military status. The Arbiter acts as a sort of field marshal, going on missions for the Prophets and during incidents such as the Taming of the Lekgolo, the Unggoy Rebellion, the Human-Covenant war, and most recently, the threat of the Heretics.
  • Arbiter is a fictional ceremonial, religious and political rank bestowed upon alien Covenant Elites in the Halo science fiction universe. In the video game Halo 2, the rank is given to a disgraced commander as a way to atone for his failures. Although the Arbiter is intended to die serving the Covenant leadership, the High Prophets, he survives his missions and the Prophets' subsequent betrayal of his kind. When he learns that the Prophets' plans would doom all life in the galaxy to extinction, the Arbiter allies with the Covenant's enemies—humanity—and stops the ringworld Halo from being activated. The Arbiter is a playable character in Halo 2 and its 2007 sequel Halo 3; a different Arbiter appears in the real-time strategy game Halo Wars, which takes place 20 years before the events of t
  • An Arbiter was a member of the judiciary on Earth, roughly equivalent to a judge in archaic legal systems. Blake's trial was overseen by an arbiter and two other members (no titles given) of a tribunal, although actual judgement and apparently sentencing as well was carried out by computer. Arbiter appears to be the formal title of a judicial authority within the Administration. Samor described himself as a pro tem, military arbiter. Ven Glynd's official title within the Civil Administration's Justice Department was Arbiter General.
  • The Arbiter-class starship is a Protoss warship specializing in providing psychic support. Arbiters were crewed exclusively by Judicators, unlike other warships that were manned predominantly by Templar. The Judicator used the Arbiter as a base to provide support using space-time manipulation. Now, most Arbiters are crewed by Savrai Councillors.
  • An arbiter (or arbitrator) was a type of mediator used in both formal and informal settings. Many cultures had arbiters that assumed specific duties. The Alliance had two major titles, Supreme Arbiter of the Alliance and Deputy Arbiter. (TOS novel: Engines of Destiny) In the Klingon Empire, the Arbiter of Succession was a primary position during the Rite of Succession. (TNG episode: "Reunion") Prime arbiter was a title given to the second-in-command of the New Thallonian Protectorate. (NF novel: After the Fall)
  • Arbiters are in charge of keeping things orderly for Lord Recluse, and oversee most everything that goes on within Arachnos. They are said to be above factionalism. That is, they never attack Destined Ones, nor each other. Arbiters are also capable of independent action and experimentation: several of Arachnos' technologies, such as the Power Mace, have spawned from the work of an Arbiter or a group of Arbiters, who are remarked to have scoffed at the simplistic name given to it. They have powers on par with Lord Recluse in terms of influence, able to order the death of anyone below them with but a word, and are one of the highest authorities the Arachnos organization has aside from Lord Recluse himself. Even the Dark Lord's lieutenants are said to be at least somewhat subservient to the A
  • Arbiter is a term used by FATE to designate the last person to make contact with the Frozen Flame. The Prometheus Circuit was designed to lock out everyone but the Arbiter once contact was made; it did so after Serge touched the Frozen Flame to heal.

The Arbiter is a playable character in Halo 2 and its 2007 sequel Halo 3; a different Arbiter appears in the real-time strategy game Halo Wars, which takes place 20 years before the events of the main trilogy. The appearance of the Arbiter in Halo 2 and the change in perspective from the main human protagonist Master Chief to a former enemy was a plot twist Halo developer Bungie kept highly secret. The character's name was changed from "Dervish" after concerns about reinforcing a perceived United States versus Islam allegory in the game's plot. Award-winning actor Keith David lends his voice to the character in Halo 2 and 3, while David Sobolov voices the Arbiter of Halo Wars. The Arbiter has appeared in three series of action figures and other collectibles and marketing in addition to appearances in the games. Bungie intended the sudden point of view switch to a member of the Covenant as plot twist that no one would have seen coming, but the character in particular and the humanization of the Covenant in general was not evenly received by critics and fans. Computer and Video Games derided the Arbiter's missions as "crap bits" in Halo 2. Conversely, IGN lamented the loss of the Arbiter's story in Halo 3 and missed the added dimension the character provided to the story.

In fact on those missions, the Arbiter is expected to die and be revered thereafter as another great martyr of the Covenant on their path to the Great Journey.

Even the Dark Lord's lieutenants are said to be at least somewhat subservient to the Arbiter's wills if the need is called. The basic Arbiter uniform is a white-on-white (on higher graphical settings, shiny-silver) version of the Wolf Spider Huntsman uniform with a turquoise cape that bears the Arachnos emblem, distinguishing them greatly from all other Arachnos personnel. Arbiters are usually referred to by name, perhaps symbolizing their importance. The duty of an Arbiter seems to be quite simple: to keep Arachnos from falling, by any means. Arachnos is subdivided into factions, mainly led by Lord Recluse's four lieutenants: Scirocco, Ghost Widow, Black Scorpion, and Captain Mako. These factions continually squabble among one another, and although Lord Recluse has no problem with competition within his organization, he isn't fool enough to believe he should allow it to run rampant. For this, he gives the Arbiters the power and authority to stop this infighting if it grows too vicious. Arbiters may do this by any means they see fit, but failure is not an option; personally dealing with the problem, sending in subordinates, introducing other groups, and even using the Dark Lord's 'Destined Ones' are all legal devices the Arbiters may and do use.
The pilot of the Arbiter can generate a large reality-warping field that serves to conceal nearby friendly units. The Arbiter has to remain firmly anchored in space-time to generate the field and so is not concealed. Arbiters can also weaken space-time, tearing rifts in the fabric of space-time, creating a vortex linking another location to the Arbiter's location. This can be used to move personnel and supplies over long distances. On the other hand Arbiters can also strengthen space-time and create discrete pockets of space-time, trapping objects and preventing those objects from interacting with other objects outside of their pockets.

  • Arbiter is a term used by FATE to designate the last person to make contact with the Frozen Flame. The Prometheus Circuit was designed to lock out everyone but the Arbiter once contact was made; it did so after Serge touched the Frozen Flame to heal. The role of "Arbiter" probably had a larger role lost with the peripheral storyline that did not make it into Chrono Cross (see the last paragraph at Chrono Cross Condensed Plot Summary). The Arbiter is hinted as being a mediator between Humans and Lavos, capable of guiding his species. It is suggested that if the Arbiter does not make a favorable decision, he will become integrated with Lavos, spelling doom for the rest of his kind. Ultimania speculated that Schala was an Arbiter in Zeal, probably controlling the Flame's use in the Mammon Machine, and that this link was what caused Lavos to merge with her and become the Time Devourer. Part of this depends on whether the Frozen Flame's creation was an accident, and whether Lavos normally selects a sort of powerful acolyte (such as Queen Zeal) in the vein of the Arbiter.
