During such scenes, adults also participate.

Na meerdere keren een Kressari schip doorzocht te hebben, kunnen Jadzia Dax en Miles O'Brien geen bewijs vinden van misdadig handelen. Het vrachtschip vertrekt met Odo die een vorm van een rat heeft aangenomen. Benjamin Sisko bezoekt de commandant van het Bajoran burgerleger, Krim, en tijdens deze gesprekken raakt Sisko overtuigd dat het leger de machtsovername, die de De Cirkel heeft gepland, niet zal stoppen. Terwijl hij op Bajor is bezoekt Benjamin Sisko ook Kira Nerys. Kort nadat Benjamin Sisko weer vertrokken is, wordt Kira Nerys door een aantal gemaskerde mannen ontvoerd. Minister Jaro Essa onthult dan dat hij de leider is van de De Cirkel en dat hij er verantwoordelijk voor is dat Li Nalas op DS9 werd gestationeerd. Benjamin Sisko en Kira Nerys concluderen dat ze Li Nalas naar de kamer der ministers moeten brengen omdat hij de enige is die genoeg steun kan krijgen om de De Cirkel te stoppen. Ze weten dat de De Cirkel hen zal proberen te stoppen. Bij terugkomst informeert Odo hen dat de Cardassians achter poging tot machtsovername zitten! Odo heeft bewijzen in handen gekregen waarin staat dat de Cardassians De Cirkel via de Kressari bewapenen om zo de Federatie te dwingen Bajor te verlaten en de Cardassians Bajor weer opnieuw kunnen veroveren. Maar op het moment dat deze informatie beschikbaar komt, is alle communicatie van en naar Bajor afgebroken. Minister Jaro gaat naar vedek Winn en vraagt haar om haar steun als spiritueel leidster om zo de machtsovername te legaliseren. De Profeten zijn je vandaag gunstig gezind Minister, vertelt ze hem. Meerdere Bajoran aanvalsschepen benaderen DS9 en die geven alle niet Bajorans de opdracht meteen te evacueren. Benjamin Sisko vraagt de Federatie om hulp maar de eerste richtlijn zorgt ervoor dat de Federatie zich er niet in kan mengen. Hoe dan ook, Benjamin Sisko en zijn bemanning weigeren zomaar op te geven.
