A shepherd was someone who tended to and guarded flocks of sheep. The term could also be used to describe someone tending to and guiding a group of people. Shepherd and his men confront the Straw Hats in the vault. Shepherd learns of the Straw Hats' next actions and plans to belittle G-8 Marines. Shepherds are drawn from fiercely independent rural peoples. Often forced to fight wild animals and hostile neighbors to defend their flocks, their simplicity and humility can be deceptive. It is uncertain whether the Shepherds are skilled in any form of warfare or in the mystic arts. However, they are highly valued traveling companions for their humility and their knowledge of the ways of the land. Shepherd's second plan to stop the Straw Hats. C'est dans ce pays qu'il va repérer le première classe Joseph Allen, retenu pour ses capacités au combat et sa pratique courante du russe. Préparant son plan depuis longtemps, Shepherd va alors orchestrer toute une machination pour arriver à son but ultime : venger la mort de ses 30 000 hommes au Moyen-Orient en poussant les Etats-Unis à entrer ouvertement en guerre contre la Russie. Le général va demander à Allen de s'infiltrer au sein des hommes de Makarov et va se servir de lui pour faire accuser les Etats-Unis du massacre de l'aéroport Zakhaev de Moscou perpétré par Makarov. Jouant un double jeu, le général utilise les ressources de la Task Force 141 pour effacer ses traces tout en coordonnant la défense de son pays face à l'invasion russe. Il obtient rapidement carte blanche de la part de son gouvernement pour mener la contre offensive qu'il n'avait pu lancer quelques années plutôt. Shepherd éliminera Ghost, Roach et une bonne partie de la TF 141 afin de couvrir ses arrières avant de se heurter à la ténacité et à la détermination des capitaines Price et MacTavish qui réussiront finalement à le neutraliser avant qu'il ne puisse mettre à exécution la dernière partie de son plan.
