Tau Cygna V was a planet located in the space of the galaxy's Alpha Quadrant, the fifth planet in orbit of the Tau Cygna star system in the de Laure belt. In the year 2274, the starship SS Artemis crashed on the surface and the survivors started a new colony. In 2366, the Federation starship USS Enterprise-D was assigned to remove the lost colony of Humans against their will when the planet was annexed from the Federation by the Sheliak civilization. The planet was bathed in radiation harmful to Humans, but the colonists had developed a natural resistance over time. To handle the relocation effort, Lieutenant Commander Data was sent to planet since he was immune to the radiation effects. Jahrhundert leben bereits 15.253 Menschen auf dem Planeten, welche von Gosheven angeführt werden. 2366 planen die Sheliak den Planeten zu kolonisieren und entdecken dort die menschliche Kolonie. Daraufhin wenden sich die Sheliak an die Föderation und fordern, dass die Menschen den Planeten sofort verlassen müssen. Die USS Enterprise (NCC-1701-D) wird nach Tau Cygna V geschickt, um die Kolonie zu evakuieren. Allerdings sind die Mittel der Enterprise begrenzt, sodass die von den Sheliak gesetzte Frist nicht eingehalten werden kann. Aufgrund der tödlichen Strahlung fliegt Lieutenant Commander Data mit einem Shuttle auf die Oberfläche, um mit der Evakuierung zu beginnen. Aber Gosheven und viele Kolonisten weigern sich jedoch ihre Heimat zu verlassen. Schließlich muss Data mit Gewalt vorgehen. Mit einem Phaser vernichtet Data das Aquädukt und demonstriert den Kolonisten so, was passiert, sobald die Sheliak ankommen.
